Itching and Non-Contagious
I was confirmed by WB last year that I have HSV 1 & 2. However, I have not had an outbreak, only vaginal itching and tingling in my buttocks. With this said, can you have HSV 1 & 2 and not transmit to a partner? What's with the itching? No yeast or BV infections.
Active and no outbreaks? Would this be considered shedding?

you can take precautions so that you don't pass it to your partner- like using condoms, taking suppressive therapy and avoiding sexual contact when you are having an outbreak.
