In about 1 in 10 infections, HSV1 can be missed, but typically not HSV2.
You do not need an outbreak to test positive. The 10% of infections that are missed for HSV1 are not due to 'viral activity' variations.
There is a 90% chance that your partner does not have HSV1. You must await swab outcomes before speculating on source etc.
My swab test has not come back yet but I don't think there is much of a chance of it coming back negative. He had the igG test done. Could the igG continue to come back negative without an active breakout?
If the sore isn't present, the tests will be a false negative. My boyfriend went to a doctor and that's what a few doctors have told us. He has never gotten any sores, but I have.
I was diagnosed in 2012 as HSV2 positive. But now, I'm breaking out on my mouth (3 days ago) and now on the corner of my mouth. The mysterious outbreaks is crazy cause I don't understand it. So, I'm going in to have blood work done to see if I also have HSV1 now. UGH.

You do not have a diagnosis of herpes at this time. A visual exam is only 75% accurate for people who actually know what they are doing.
Do you have your swab results? What test did your partner have? It must be for IgG antibodies for HSV1 and HSV2, otherwise it could easily be wrong.
There is also no need to inform previous partners at this time, or ever I would suggest. If you are infected then it very likely came from the current partner.
Let's get some more data before proceeding.
