This is my final question.
Early last December (2013) I began to notice dry skin right below tip of my penis. Later during that same time period (a day or two) I received a "handjob" and the next day a few paper cut like tears appeared in that are of my penis. I am a bit confused but does herpes present itself in this way? It cleared itself up in about 1-2 days too.
Also, does viral shedding ever occur with herpetic whitlow? ( other than during an outbreak).

I feel that your negative antibody test at 16 weeks should be the final indicator on this situation. The contact that you describe with the woman who has HSV 2 infection after this was not a risk for acquiring herpes.
1) yes, I believe they are accurate in their diagnosis
2) people don't get herpes when their genitals are covered with clothing. Period.
3) I doubt that the fingering episode would put you at risk, but if there is risk, this is the only risk. I think it is extremely low.
4) Yes, I would live with the assumption that you did not acquire herpes, given everything that you have described and detailed.

Additionally, I peeled the "old scab" off the cuticle on my finger and beneath was intact skin. I do not know if scab is the correct wording.
