PLEASE HELP!! Genital herpes, red spots, bug bites looking rash

Can anyone plz help me I got genital herpes in July 2017 and had 3 outbreaks in 2 months so doc put me on valacyclovir I've been taking it everyday for 3 months and just got another outbreak yesterday it's just the first stages right now but I'm not sure why I'm getting an outbreak if I've been taking the medication for 3 months. Also another symptom I've been having is this rash that is like single randomly red dots and spots around my whole body. They are just single spread out through out my body one fades away then new ones come for the past 3 months I've had between 3-6 at a time. They are either small red dots inside my skin, or bigger itchy red bumps that look just like single bug bites and itch very bad, both rashes last anywhere from 7-14 days. I was scared it might be hiv when I first got the rash but I got 4 hiv test done most recent test was 4th gen and it was done at 3 months post possible exposure so I've heard that means it's conclusive so I don't know what else these red dots and itchy bumps could be plz help thank you. I'm a 40yr old female from Texas US

So what's your point? Herpes does not cover the body
Could it possibly be a hiv rash if not herpes? I've search and don't see any rashes that look like this under hiv rash and I've gone to 4 docs and they don't know what it is I've had 5 hiv test done all neg but is it possible that it would take longer then 3 months to come out positive?
Not a chance!!! Your testing is accurate. Hiv tests are some of the best testing in the world. You are WAY overthinking this

Antiviral meds do not stop all outbreaks. They cut down the amount of outbreaks a person has and can shorten the length of an outbreak.
Your random spots all over the body is not herpes. Herpes doesn't travel the body.
