Please Help

Hello, I am very worried something is wrong with genitals. And please let me apologize in advance for the length. I am a 19 year old male who has had sex 3 times(the first two were unprotected but were short and never developed any symptoms) The third time i had sex was On Halloween 2009, I had protected sex with a girl that i sort of knew. Exactly 6 days later i felt an irritation when I urinated. It only happend that one time throughout the day and thats the only time I've had a discomfort urinating. Then another 6 days after that my penis itched for about and hour or two. Not extremely bad but enough to make me worry. Then a few more days after that a rash developed on my penis. It looked like dry skin to me so I applied lotion on it and went to sleep. When I woke up the rash was very red and was tender to touch. A few days after that I went to my doctor (again it only was red when it had lotion on it or after a shower) he looked at my penis and said that it was not an STD, but he did give me 1% cortisone lotion to put on it. It went away within a few days but a few weeks later i had a small red patch on the upper part of my penis right under the crown and that stayed for about 2 months or so.I went to the doctor again to get the red spot looked at and he again said that there was nothing wrong and sent me on my way. In January I also got what looks like fordyce spots on the sides of my penis and on my scrotum. My genitals seemed very dry so I switched soaps and the dryness seemed to go away.I also have had a tingling in my scrotum for the past few months on and off everyday. Then in February I had what looked like very very small shiny bumps on my penis and penis head. They are not raised and cannot be popped and they disappear in a couple days. Then I developed a shiny spot on the very tip of my urethra at the opening and I popped it and it turned red. It went away within a week. It seems the shiny spots go away and come back quickly and they are not painful. Again I'm sorry for the length but i am very worried. Any thoughts?

this isn't a herpes issue.
see a different provider for a more proper work up. sounds more like a fungal infection that's never been treated more than anything.

It does not sound like herpes. Herpes would generally come with blisters in a recurring area that may tingle/itch beforehand and so your condition does not seem to be localized.

Some of your descriptions of shiny spots and popping could very well be simple skin conditions such as pimples, but there is no way to be sure.  You can get blood work and other STD tests done to rule things out.
