Possible Herpes?

About 3 weeks ago I had protected oral and vaginal sex. I wore a condom and it did not break. The next day I had strong urge to urinate and sensitivity at the tip of my penis but no discharge. This continued for over a week.  I also had a little swelling in the scrotum that has since subsided.  I was tested for Chlamydia and Gonoreah but it came back negative. I still have to ultimate frequently and over the past week have had anal itching. It looks like I have a couple of white spots around my anus.

Can it be herpes?

Hi, white spots on your anus are not indicative of herpes. They are not white but clear and a first time outbreak would be at point of skin exposure when using a condom like your pubic mound area if it made rubbing contact with her genital area. If not lip contact or genital contact was made, you had no risk for any std including herpes.
No std symptom happens the next day but takes a week to develop. Having your penis covered would prevent any germs from entering so your urinating issue is not related to the act.
