Possible herpes cluster?
I asked my dr about this and showed it to him but he figures it's not an sti and its from my skin rubbing together but it seems to be spreading. I had unprotected oral sex two months prior to noticing these bumbs. Please see image.

That gives me some relief. It seems to be spreading but I may just be parinoid.
Well that most certainly is not herpes or in any way related to herpes. They look like skin tags that have a number of causes including rubbing. I'd consider seeing a dermatologist for a diagnosis.
