Scrotum Redness/Irritation Herpes? Warts?

I recently had an HSV IGM blood test come back negative for herpes. I initially went to the doctor to find an explaination for the mild redness and minor itching on my testicles for which she dismissed as irritation but recommended an STD test for anyways. I asked specifically or herpes because it was the STD I feared and it wa possible I contracted it even wearing a condom which I did. As I said all of the tests came back negative, including herpes but my testicles are still red with minor itching. There still are no lesions, blisters, or discharge but the redness never seems to fully go away. I have no burning sensation peeing or otherwise existing burning sensation on the skin itself. Also, the redness (sometimes dull pink) is strictly limited to the scrotum and nothing else. There's no redness on the thighs or penis. There is occasional itching above the penis in the pubic hair but that's it. In fct any itching that I have at all is near the hair, mostly near the scrotum. My recent fear is that it could possibly be HPV because I have recently begun getting skin tabs moles and freckles along the front of my neck,  and under my left armpit. I have recently noticed 4-5 freckles on my scrotum and 2 skin tabs that are currently flesh colored but will likely darken soon as the others did along the neck. They do no itch burn or hurt but I am still worried. I have only one freckle on the outer foreskin near the head. My partner has experienced no symptoms since I have experienced them, which has been about 5 weeks. I have had no head aches or fevers and 3 doctor have said that I have no signs or symptoms of an STD, however the redness continues and the recent freckles and skin tabs/moles worry me. They may have been preexisting on the scrotum but I can't be sure. Those that appeared on my neck are recent for sure though. Please any help is much appreciated.

this doesn't sound at all like genital herpes.

follow up with a dermatologist if your regular provider is unable to figure out what is going on.

So it doesn't show signs or symptoms of hsv or hpv? I pretty much only experience the redness and occasional itching, but it is continual. also the hair follicles appear bumpy but I don't know if I'm reading into it too much. Either way, lately several freckles have begun appearing along with the redness which scares me. I know have 5 just under the shaft at it's base and on the top o the scrotum near the base. Does that sound like anything?

This sound more like jock or fungal infection.

Sadly your provider did the wrong test. The IgM testing is worthless and shouldn't be used.  Encourage your provider to read up on the 2010 CDC guidelines on HSV testing which states that an IgG test should be used.
