Shingles is a reactivation of chicken pox. I think you want to know if the tinglling under your eye or redness is related to herpes not shingles which seems highly unlikely.

I have told this to my GP but she has not looked at it yet, since we have been working on my other neuropathy symptoms in my arms and legs (weak for 2,5 weeks, sometimes numb and tingly, muscle twitching etc) which she thinks is caused by anxiety (we have done MRI, lumbar puncture, blood tests, hiv tests, chlamydia, syphilis, bloog suger, white blood cells, b12, reflex tests, etc. and all negative)
Why on earth are you getting all crazed and self-diagnosing with this mix of ailments? It really is not good!
Does your doctor even think it's HIV or shingles related? A simple test can diagnose both! And no, it doesn't sound herpes related at all, but that too can be tested for!
See your medical provider at this point as to your symptom.
In the future practice safe sex until you are in a committed relationship whereby you know your partners status, then you don't need to have worries as such.
I read that shingles can come in the acute hiv infection and that shingles can sometimes
appear without the blisters and that it is dangerous if it near the eye.
Can herpes cause this kind of sign? I havent had any other herpes symptoms.
