Strange symptoms

Ever since I've hit puberty, which was roughly a year & a half ago, I have noticed strange, small bumps on the shaft of my penis and on my scrotum. I've also noticed itchy, red irritation around my genital area. Occasionally, the skin on the shaft of my penis and on my scrotum become dry and begin to flake off dead skin.

I'm still a virgin and have never had any type of sexual contact with anyone in my life. Out of fear, I did a bit of research on the symptoms online and found that all of the ones I have are related to genital herpes. I was wondering if it was possible I had them, and if so, how i would have gotten them while still a virgin.

This may be a bit helpful: the bumps on the shaft of my penis & my scrotum haven't disappeared, or gone away & recurred since I first noticed them.

this is not herpes related at all.

These sound like they are totally normal though it could be that you picked up molluscum contagiosum in the gym or something.  

Your body will not be completely smooth - hair follicles get more pronounced, oil glands get inflamed. It happens all over your body, not just your face where pimples are typical.
