Understanding IgG blood test results in relation to antibodies

I don't know how to interpret the negative blood test results. What does it mean when you get a <.09 igg level?
What is the relationship between antibodies and blood test results?
Does it mean that the person does have antibodies but not enough to have a diagnosis?
Or does it mean the they don't have antibodies at all?
If they do have a 0.9 result, can they be contagious?
Lastly, if a person's blood test shows any antibodies at all, does that mean that they have Herpes or it can be inconclusive?  I thought it was pretty black and white!

BOTTOMLINE:
My ex told me that he had antibodies but that he does not have herpes.
His IgG test was negative.  
How is that possible?  Don't antibodies indicate Herpes for sure?

Then he has herpes. That's how it works.

Of he tested positive for antibodies then he has hsv. I remember you saying he was exposed but doesn't have hsv.
That result above is just the labs way of saying negative. Some kabs give the actual number (every test has a numeric value). Most just show <.90
Without seeing your ex's test results we can't say for sure what's going on.

He said that he was exposed, has antibodies but does not have herpes...
Unless he knew his partner had herpes, how wound he know that he was exposed?!?
I know I need to move on but still grieving....
