Can you please tell us how you tested positive for HSV-2? Was it a blood test? If so which one IGG or IGM? Was it done via a swab and culture?
You shed the virus anywhere in the "boxer-shorts" area when its active. So you can have an outbreak anywhere there and be shedding inside your cervix or else where. The virus is in the nerves

did you ever get to see a dermatologist for your symptoms? this didn't really sound like it was your hsv2 reoccurring, just that whatever was going on, got you tested for herpes to know that you had hsv1 and hsv2 both.

is still a risk of transmission for your husband. You already know from 19 years of being with the same partner that the risk of transmission is overall very low so totally up to the 2 of you, what precautions you want to take.
