What are the risk of Herpes, Condoms against HIV

I post a question last week with no response so I'll do it again. I might have genital herpes on my scrotum. First appear in May and reappear last week. Now is healing with a little scar left. I read that HSV2 increase HIV when there a sore or outbreak present. But what about it on the scrotum when is healed completing? Does using condoms during vaginal intercourse increase chances of HIV if the partner is infected? Can it reach on my scrotum area? Does wearing condoms helps prevent HIV even if I have genital herpes?

But in a case where the lesions are healed on scrotum? And not body fluid making contact just skin to skin?

It multiplies the risk by 2 or 3 times if there are lesions.

Most of the time though the chance is zero as the partner does not have HIV.

You can take a herpes blood test now to confirm your status, no need to wait.

If not herpes than what can it be? Bad folliculitis?

Herpes does not appear solely on the scrotum hence you are unlikely to have herpes.
