could i have herpes

I shaved a few weeks ago and there were no bumps, but about a week later some spots came up. They looked like some that i had gotten before from shaving but they still have not gone away. If it was herpes I feel like it would have gone away by now its been almost a month. I think that they might just be ingrown hairs. It didn't itch or hurt or anything. I know that herpes are more of a blister but I was wondering if the spots could be small enough that you wouldn't know they are blisters as well as will they always be blisters or could it just be spots? Any help would be much appreciated.

not likely a herpes ob would still be there a month later.

time to be seen and get this looked at. no more shaving so you don't risk spreading whatever is going on.  this could be many things and a proper exam will get you a more accurate diagnosis.
