could this be herpes

there was a slight red rash on the top of my penis when i woke up one day. i never had sexual intercourse before or either oral sex. i went to the doctor and got tested for herpes two times but all the tests came back negative. i used a few creams prescribed by the doctpr and they worked, but i was working out at the gym one day came home was so tired i didnt even take a shower i just went to bed on the floor. the next day i woke up the rash was there again. could this be herpes or a yeast infection?

Because dermatological conditions can recur. Things like eczema, dermatitis. See your doc. It's not an STD if you've never had sex/oral sex.

if you've never had sexual intercourse or had oral sex performed on you then it's NOT Herpes ...... probably something Bacterial that might need an anti-biotic to clear it up ....
See your Doctor for further evaluation of this but it's not an STI ......
Herpes is an STI meaning Sexually Transmitted Infection you haven't had sex so no worries there .....
