i have a problem

Okay for the past 2 weeks i have had these red bumps on my penis. they started on my sack, and now are on my head and shaft. its really itchy sometimes. they arent white just red bumps some bigger than others. arent just coming up in one spot. i went to the doctors cause i had scabbies on my hand. but the cream didnt make those bumps go away more keep coming everyday. if i try to pop it just clear fluid comes out. pleaseeeeeeeeeee helpppp
