im really scared

I got a small bump in between my vagina and thigh it appeared after I shaved and it didn't bother me until I knew it was there it didn't hurt or anything but I started picking and squeezing it and a clear liquid came out along with blood after and it doesn't really hurt or anything unless I poke at it and or put pressure on it help please my mom says it could be a ingrown hair but I worry about everything.

This doesn't sound at all like herpes.  The location is atypical for herpes but perfect for a pimple, folliculitis, or something like that. And with herpes you can't sqeeze liquid from deep inside. Your mom probably is correct; ingrown hair is a good bet. I really don't think you need worry at all about this.
