is it possible too have 2 outbreaks in different spots on the penis at the same time?

it would be more common with a newly acquired infection than a recurrence.  

do you have herpes or do you have symptoms that you are wondering if they could be due to herpes or not?

Yes on one spot on the side of my penis its just 3 little bumps in a row that had a black dot in the middle of each one. then underneath my penis there is one that is just like those. i noticed those last week and today i noticed a bunch of little bumps that look like skin papuls but now they are red and raised. i have no idea. do you?

oh and all of these bumps are painless....no puss or anything.

go and be seen but it really doesn't sound like herpes going on. You need to find out what is going on though :)
