little bumps on penis and testicals

i got little bumps all over my testicals and mostly low on my penis. they are itchy but have no pain what so ever i read many things about many possible things it could be and i have no clue. there are no blisters or sore. the bumps stay small even when i masterbate. they are little white bump under the skin and itch but no pain. there are hair growing from some of the bumps. they have been there for years before i had any sexual intercousre down there and i have had protected sex once and had one ******* and she didnt have herpes. they are just itchy and no pain could someone please tell me what this is i have no clue.
