pimple/bump near waistline. from shaving or herpes?

I recently shaved (about a month ago). and after a day or two, i had this little raised bump which had a hair kind of sticking out of it...I eventually popped it but it came back again and i just popped it again the other day...its been about a month and its kind of small now...it doesn't hurt or anything, its on my waistline so its kind of high up...this last time when i popped it a little blood came out...it looks like a pimple (little white dot in the middle) and the first time it had a hair growing out of it i believe...does this sound like herepes or follicultis or something???
Might be shaving burn or something?

usually when there's a hair coming out of it it's an ingrown hair.

follow up on this with your provider if you continue to be concerned.
