please help confused

Hello first I want to say thank you for answering these questions its a big help to alot of people. Ok I'm a 21 year old male with 3 sexual partners a few years ago I developed a rash on the tip of my penis that was red and burned I was tested for std's and everything came back negative the doctor said it was just irratation but it still burns from time to time. I say that because now I developed a new rash on the head on my penis it starts out with dry skin and little pinsize head bumps not blisters the rash usually lasts a couple weeks then moves to a different part on the head of my penis it does not hurt or itch and the rash will simply dissapear out of nowhere theres no scabbing or anything the little bumps and redness just go away. It's very fustrating tho beacause this rash or whatever it is has been going on for a year and usually pops up once a month it seems to happen when I sweat or wearing long pants and working in the sun. Again the rash starts out as little red bumps with dry skin and the first time I had it lasted two months. Do you think this could be herpes or a irratation or something else thank you very much for your time.

yea I am this week but what else do you think it could be since it keeps coming back could it be a irratation or a fungus

This does not sound like herpes, especially lasting two month (not herpes). Follow-up with your medical provider, or better yet a dermatologist.
