quick herpes question

I've had a small cluster of little bumps on the inside of my foreskin(the part of the forekin that touches the head of the penis) since the first week of December.  They do not itch, but they seem to be on a red base. the bumps are white and very small, but they don'st seem like normal little bumps that are on a penis.  They have not changed form since ive noticed them in december.....Herpes or what?  i dunno what it is..i'll go to the doctor soon..any ideas?
