recurring scrotum, under penis itch and tingle itch at penis tip with no bumps

Does anyone know what the probability of having contacted hsv-2 is  with ones symptoms being - recurring itchy scrotum and under penis itch plus a recurring tingle itch at penis tip (recurred 2 times now - 2 months apart) -- other than with no red bumps - sores - water type cluster blisters and so forth.
Can a first hsv-2 outbreak have no noticeably visible sign and just itch?

Whenever I get a hsv-1 outbreak on my lip (which recurs every few years) there is always a tingling then a bump forms that crusts over then heals.

Any educated feedback would be greatly appreciated

why not get a type specific herpes igg blood test and see what it show?

My last sexual contact was over 8 months ago... I assume this result excludes genital herpes (it  did not give a specific number just says <0.91 )?
and I need to figure out some other cause of these rash outbreaks.

correct - your test is negative.

see a dermatologist for a further work up if you are still getting symptoms.

They're not having oubbreak but have tested postive.

the risk over the course of an entire year is just 4%. The risk per sex act is minimal.
