small red bumps on the head of my penis and is not palpules..please help me

hi im a 20 year old male and feel like i have a problem...i have many little red bumps on the head of my penis 50-100 but not on the crown so its not palpules..ive had these for about a month now..when im not erect the head of my penis looks as if it very wrinkley wich didnt start until the bumps started forming...you cant really tell the bumps are theyre unless i have an erection then they are very visible and they seem to be spreading..even when i dont have an erection if i spread the skin you can see them..they dont seem to be getting better and i dont have any insurance..also every once in a while a small red bump will form on the shaft of my penis but usually goes away..please help me im really scared and i want to kno whats going on with me
