strange bumps/sores on penis

First, a little background

(june)Had unprotected sex with girl A for a few weeks.  She then had to get a pap smear and some kind of STD testing to get new birth control (I dont know details).  She said she was clean.

(august)Started seeing girl B for a few months.  Having unprotected sex for a while, then she finally decides to go on birth control. she goes to get tested and prescribed birth control, says she comes out clean, and I believe her. We had a very loving relationship.

A couple of months into our relationship (after she was tested) I noticed little flesh color bumps on the shaft of my penis. They were always on the shaft and in random spots on the front and back.  They appeared to contain no liquids and were about the size of little peppercorns.  

(december) started having sex with girl A again, and after a couple of weeks, a couple of the bumps became red and irritated. We have pretty rough sex very frequently and sometimes the area around the bumps gets dry and red.

I have no health insurance and a very low income but I plan on seeing some doctor next week.  Any suggestions on whats going on?

A pap test isn't a test for std's.  Your female partners need additional, specific std testing to know their std status.

you need to go and be seen to find out what is going on. It could be many different things and impossible to diagnose online.  I would not have any more sex with anyone until you are seen and find out what is going on.  You can call your local health department to find out where the closest public std clinic is for free/low cost healthcare for this.
