As to your first question, I don't know what you're asking by "what does this mean?" If she has herpes, she has herpes (that assuming it's not hearsay or gossip). One either has it or they don't.
It's good to find out your herpes status and STD status when entering into a new relationship, especially if your boyfriend was in a long term relationship with someone who has herpes.

There is absolutely no such thing as being exposed to herpes - you either have it or you don't. I'd assume that your bf's ex wife tested + for hsv2 igg which means that yes indeed he should be tested to know his own status. you might as well get tested too so that you both know who has what.
Yes, you can be infected with hsv2 and not recognize the symptoms of recurrences to know it.
