It sounds like the doctor needs to look aggressively at the patient's kidney function to try to learn what is wrong, because the creatinine is too high.  Has the patient been referred to a nephrologist about this situation?

The nephrologist hopefully will also, keeping in mind the patient's kidney function, work with the patient on medication for blood pressure.  

Is the patient's heart rate fast?  Has an echocardiogram been done on the patient?

Physical exercise, deep breathing exercise, low stress, avoiding caffeine (which includes chocolate) and cigarettes, and acupuncture are some ways aside frome medication to treat high blood pressure.
