Are all genital spots HPV?

December 2014 had what looked like a wart on my penis. Had a commercial swab on the wart which came out negative for numerous strains. Yes I know they say men can't be tested. January advised by GP to go to clinic. Frozen off. Its now almost 18 months. 2 weeks ago I saw a spot on my penis, very small, barely visible. My question is,are ALL spots on genitals due to HPV? If it was NOT HPV would it still freeze off ? Doctor was not sure himself.

No, all spots on genitals are not HPV. People develop freckles down there. Any spot can be frozen off. Do realize that people who have HPV can have spots that are not visible as they are under the skin. Surgical removal is the only way a spot can be tested via a biopsy but doing that to a penis is risky.
