Bumps around the the foreskin, below the tip of my penis please help

I had my first sexual encounter last year, I used protection for a while and then for the last 10 seconds i took it off), I got tested for Herpes, Gonherrea, Syphlius,HIV, and all the main STD's and they all came back negative. but about 10 or 11 months later, I was masturbaiting with a very hard thick lotion that i never used before when I started to lose the lubrication and there was more resistance when I was preforming I didn't stop to get more lubrication, I just kept going,when I suddenly noticed burning, and when i looked at it i saw a cut 2 cuts beneath the head of my penis, about two days of not masturbaiting later, the cuts scabbed over, and i started masturbaiting again and the scabs came off, so i quit again for a few days untill it healed completly. About 2 days later the pain went away, and a week later i noticed when my penis was flaccid, that just under the head of the penis I saw a lot of wrinkles where the cuts used to be, and little tiny bumps, that look pimples (Not alot though). I was just concerened as to what is was, i was fearing genital warts but they don't look like warts at all, and i have no discharge at all, and i can't see a physician due to low funds and no insurance. Can anyone help me? Could it be because of injury due to masturbation?

It could be an injury, but unfortunately, you need to see a doctor for diagnosis. Google STD clinics, and free clinics in your area to see if you can visit a doctor for low or no charge.
