I had hpv for about a year and a half with outbreaks coming every few months or so. I used condylox, aldara, had them burnt off, and frozenFrozen shoulder. I got some skin that looked suspect biopsied about 3 months ago by the dermotologist and it came back negative for hpv. However, there is an area of skin about a half inch away from that he didn't test that looked like it could be a wart. From looking at it, he thought that it was just a scar from all the treatment I've used in that area and didn't seem to think a biopsy on it was necessary. He said that the hpv had gone into recession. Could this be hpv even though the biopsy came back negative from skin less than an inch away?

You should see a doctor to see if the bump is a wart, and have it treated if necessary. Once warts dissapear for over 6 months, they rarely return. Reoccurances do happen though. If you have a wart, it might be from your previous infection, or it might be a new one. I think you will be able to know for sure.
once you HPV is doesnt go away.... yes it can lay dormant for 10+ years but its a virus which always remains in your body, just like herpes, AIDSAids Aids - resources Early symptomatic hiv infection, and other viruses... it can come back whenever, you can go 9 years with out any warts and then all of a sudden get one again because the HPV has gone back into pregression.
Many viruses such as the common cold, and influenza are cleared, and once gone never present problems. When people get the flu again it is most often from catching a new strain, not a reactivation of a previous infection. Not all viruses are like HIV and Herpes, and while there is no medical cure for a virus, your immune system can handle most of them. Their DNA may be left behind, but they are rendered non infectious.

If your immune system was not able to handle HPV, the vaccine would not work.
