Even after a dermatologist...please help...

I went to a dermatologist to make sure that some bumps weren't warts. He visually examined them and said that they were not warts. However the next day after seeing the dermatologist finally, a new bump emerged, it appears to be on the bottom left hand side of my urethra (see picture provided) and slightly lighter in colour than the rest of the skin. The fact that this bump appeared the day after I finally visited the dermatologist...  I have extremely dry skin on my penis (especially the head) and often my skin is peeling and just completely dry (especially after an erection) could it just be some irritation? It also worries me because it is more like the original bumps that appeared the day after sexual activity back in early October which with my interaction with Dr Hook made clear could not have been warts due to warts never appearing within 24 hours of sexual activity.

I finally thought that I didn't have warts and could move on with my life again after my interaction with Dr Hook:

Someone please help...this is just all destroying me...does this look like a new forming wart? What should I do?

Here is a picture of the bump:

If bumps that appear within 24 hours of sex aren't warts (which I completely believe) then how can this bump which has appeared and which also looked like the original bumps that appeared 24 hours after sex and in approximately the same area (shown in the picture) be warts? I haven't had any other sexual exposures other than the one that long ago described in my interaction with Dr Hook. The thing is that the bump is barely raised and I've only just gone to a dermatologist less than two weeks ago and this bump has been around for now since less than two weeks and counting. Sigh nothing makes sense...

Looks like a wart to me. Get it removed and biopsied. And Dr. Hook is right. A bump 24 hours later is not possible.
