Genital Warts or Fordyce spots? Ugh!

About two weeks ago, I noticed a few small bumps forming on my penis (halfway up on shaft). I've been monitoring it carefully since then and haven't noticed much of a change. I read that doctors put vinegar on spots to test for warts, so I went ahead and tried it on the spot. This looks a whole lot like examples of Fordyce spots. They don't itch or hurt and you can barely feel them when running a finger over it. I'm extremely nervous and would like to know what you guys think. Please help!

A little update. I took my fingernail and scraped it off. It took little effort and bled a tiny bit (didn't need a bandage)

Do warts come off this easily?
