HELP!

It was a few years baks when i noticed a couple of white looking bumps on the base of my penis. I didn't think it was anything important so i forgot about it , however the only way I can see the bumps is if i stretch the loose skin with my finger. I went to my doctor and he told me that it was jock itch and recently i researched jock itch and i found out that jock itch goes away after a while on its own. I did more research on what i might have but it dosent seem to match up. So if you would give me a logical explanation it would be greatly appreciated.
