HPV Warts or Skin Tag/Cyst?

I am 25 years old.  6 weeks ago i had encounter with woman.  Oral both ways and genital rubbing happened.  

2/3 weeks after I noticed a little skin flap at the connection of the base of my penis and the pubic area.  more so on the base of penis.  I also noticed a tiny bump on my scrotum.  Neither of which caused pain.

I went to a GP, he looked first at the raised bump, which is flesh colored and kinda flesh looking (looks like a circular skin flap, doesn't look under the skin) and without hesitation he said it was a cyst.  He then looked at the one on base of penis, he said i'm more concerned about this one and he thought it could be a wart.  

So i wanted a second opinion.  I went to a urologist i knew well.  He saw the one on scrotum and said it wasn't anything to worry about.  He then looked at the one on the base of penis and said he wasn't convinced it was a wart.  He still prescribed me podofilox and told me to apply it to the growth on base of penis and that it would be gone in 4 days.  I did and it was gone.  He also said i had nothing to worry about in terms of intercourse in future.

Here i am now, I'm looking at the raised bump on my scrotum and it looks every so slightly, just a teeny tiny bigger than it did about 3/4 weeks ago.  I also noticed something of similar appearance but quite small an inch or two above my other scrotum appearance. Looks like same type of raised circular flap.

-So appearance on scrotum is a small raised bump, not under skin, flesh colored, moveable, flappy.
-The appearance on base of penis is similar looking, skin flap (more thin and lengthened opposed to circular)
-Newly found appearance on scrotum above one on scrotum previously found looks similar to original but smaller.

My questions are after giving information above:

1/  Does this sound like a case of warts, skin tags or cysts?
2/  Can warts singularity grow on scrotum?
3/  What do skin tags look like normally?
4/  Are these current standing bumps something to worry about or something i just forget about?
5/  Should I monitor if they grow?  And if they do or don't grow, what does that mean?

6/ Is it possible for a wart to show up 2 or 3 weeks after encounter? Even if there was no intercourse?

most unlikely but possible
If it appears in 2-3 weeks it's smaller then 1.mm. you can barely see it.
