can you spread to a partner when there is no outbreak?

Most partners probably share the virus.

For new partners,  It is impossible to know the extent of an infection. Because the cervix is infected, it does not mean that other parts of the genitals are not.

HPV does not spread as easily through oral sex, but there is still a risk of transmission.

Partners should decide what level of risk they are willing to accept.

so if I have a lesbian partner who has hpv I should avoid skin to skin contact as well as oral sex until she is in the clear? If she has cervical hpv does this still apply?

Yes, and if it has been less than 6 months since your last outbreak of warts, you should consider yourself contagious.
