Herpes or HPV?

Okay, so I have had symptoms of Herpes for a while now (burning urination, burning anus, tip of penis is red, sore testicles) just recently I noticed a small white bump that popped up on the shaft of my penis. I went to my Doctor and he took a look, he almost immediately said that is a wart! So he burnt it off and gave me a prescription for my other symptoms. The prescription was Doxycycl HYC 100mg. Now I am noticing that the bump is seems to be raising up again, my question is, did he not freeze it properly or could this be HSV and it aggravated it?

More info: I had the bump for 4-6 days now and it had not popped open or gotten any bigger from what I can tell. He also did not do any tests on me but I am going back in one week for a checkup and to do some blood work
More info: 21 y/o male, 160 pounds, 6" tall, and live in Florida's crappy hot weather!

From the symptoms, it can be a cyst of folliculitis. Diagnosis of genital warts is usually clinical, made by visual inspection. Genital warts can be confirmed by biopsy but Sometimes we can use an enhancing technique called acetowhitening. This technique involves the application of 5% acetic acid solution to the area of suspicion for about 5-10 minutes. Infected areas will turn white. You can get it done from a doctor.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. I thought that I might also add that I had a white bump on the left side of my tongue that disappeared almost immediately (within 2 hours) after I took the antibiotic. Also, my urine has been cloudy but I do not recognize any odd odor.
