My nephew, in his early thirties has genital warts. He was exposed to HPV almost two years ago by his then girlfriend.
He has been treated by a dermatologist, having them removed surgically, and applying a cream that the doctor prescribed. The warts seem to go away, but they come back
Is there anything new that he should be doing?

Keep up the treatment. Warts usually clear within 2 years, but some infections take longer. Continue seeing the same dermatologist (because he is familiar with this specific case) and discuss other treatment options. Some options work better for different people.
Also, consider having a biopsy to make sure that the bumps really are warts.
