I recently got involved with a guy who says that his ex wife had genital warts. This was 9 years ago. She was treated and never had a recurrence. They divorced two years ago.  He states that he has never had any signs or symptoms. What are the chances that he still has the live virus and could transmit it to me via intercourse? Via oral sex?

The chances that he even has it in his system anymore is virtually zero.  90+% of people clear the virus within two years, with most probably clearing after that.  If his first exposure to warts was 9 years ago, it is highly, highly likely that that virus has come and gone in his system.

The chances that he could transmit it to you via intercourse at this point: my guess would be basically zero.  Via oral sex: even less than that (oral sex is considered an extremely low risk activity for transmitting HPV, even in active infections).
