How reliable is the vinegar test?

I have read that it can turn white things that aren't genital warts but my question is if nothing turns white at all is that a good indication of a possible(or not) wart or is it unreliable in that aspect?

Also it is a simple as putting regular white vinegar on the area and something turns white or not or is a specific process?

It is not a reliable test. Go see your dermatologist.
