Is it possible this is HPV?

Is it possible this is HPV?

I'm 25 and have been in a monogamous relationship for the past 16 months (since mid-March of '10) having unprotected sex (although, admittedly, for a relationship, fairly rarely, perhaps about once every two weeks or so, and perhaps even less frequently than that.)  I also had unprotected sex with one person in mid-February of 2010 only one time.  I noticed about a month ago two small (maybe 1mm in size) bumps on the left side of my penis.  One about 1/4 up the shaft from the base and the other about 1/2.  They are lighter than flesh colored, but not white (or at least not like a whitehead zit).  In the last month they haven't changed in size or number.  They're not irritating, bleeding, itchy, or anything like that.  I'd also say that I have a rather robust immune system. (haven't been sick in years, no allergies I'm aware of, etc.)

I know that it's very possible for HPV to lay dormant for a long time and therefore that this may be HPV, but what is the likelihood of that?  Moreso, given the time elapsed than anything.  I know that being in contact with someone who has HPV doesn't necessarily mean I'll get it, but I'd think if I were to have gotten it from my current girlfriend that it would've happened in the previous 16 months, or if from the other woman, even sooner.  Given that (from what I've read here and elsewhere (I get paranoid easily and therefore have done almost nothing but research for the past week)) I've read most warts show up within 3-12 weeks, and most infections clear completely within 2 years, is this something I should worry about?

http://i.imgur.com/vY8D3.png - that is a picture of the two bumps in question.  I've cropped it so that it hopefully won't get deleted from where I've uploaded it.  If this is a violation of any kind of rule here, please remove the link.  I just want to be very sure that if my description isn't accurate enough that this can still (perhaps, hopefully) be diagnosed.  Thank you.
