Is this a genital wart?

Is this a genital wart?

I was recently diagnosed with genital lichen planus.  Upon examination the dermatologist noticed a small bump that she said "could be an old wart" but she wasn't exactly sure what it was and didn't recommend doing anything about it (like a biopsy).  She said to just keep an eye on it and didn't seem concerned.  I have no idea if the bump is new or old, or if it is actually a wart.  It is small, and skin colored, like round raised flesh, but is at the exact top of the raphe line right below the circumcision scar.  Essentially it appears as if the raphe flows into the bump and ends there.  Considering it is in such an odd spot, I really don't know if I have had it for years and just didn't think anything of it, or if it is new and I am just noticing it now due to the lichen planus.  Does this sound like a wart, or more like a skin tag or natural benign occurrence?  I have another derm. appointment coming up to find out for sure.
