Penile papules or something else

About half a year or more ago i found these bumps on penis rim. Internet photos and forums comparison led to the conclusion it is penile papules. A while ago, several months passed then, i noticed the skin under the head is kinda wrinkled and not uniform. That does not look like any condition i can find on the net. Maybe it has always been like that and i did not notice. Anyway, i took some shots, with a flash and it came out quite horrifying. It is as if the penis from shaft middle, where i am circumcized up until the head included is all bubbly and wavy...
I thought this might be HPV but in photos i see, hpv is usually isolated and like a bump, it is not uniformly all over.
On the other there is some resemblance in form.

So i would like to know if it is papules + the flash effect on the penis texture or is it something else.
I know this is no substitute to a doctor's appointment but it is a start..

Unfortunately the pictures could not be opened but pearly penile papules appear as multiple, small (about 1-3mm) papules running around the circumference of the crown of the glans (glands) penis.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
