Red spot

Hi, last week i discovered a small red circular rash of some kind on my scrotum.I've had them in the past but they've never really worried me too much because while i have been sexually active i haven't been around the block with too many women. I am worried this time around though because i have had sex with commercial sex workers since they the rash appeared many years ago. This time that it happened it i first noticed it after swimming on vacation. Could it be a rash of some kind? Its been there for a couple of weeks now and has decreased in redness but not gone away. There is no pain on any kind, no real discomfort other than it being there. I also have one other question, i have warts on my left hand  Two of them, on different fingers...can these be hpv or std's? Thanks

the warts on ur hand and fingers are not the same strain of papilloma virus that causes HPV warts.different strains!u say this rash appeared many years ago..did u have a doctor look at it back then?u need to be examined by a doctor now while it is still evident.
