Warts or badly neglected ingrown hair

So this is my problem, some time ago I noticed something that looked like mole just where the shaft of my penis meats the scrotum(right where the pubic hairs start). I looked closley at it and it did not look like anything serious is about 6 mm wide and its sticking up from my skin. When i first noticed it I was in a serious relationship with a girl that regularly tested herself for STDs. But it grew a little bigger something like a half mm more and stoped growing.
Problem was i brokeup with the girl and went easy on my fellow and stoped removing the hairs on it for some time.
I started dating another girl after that, we had some sexual contacts, allways with a condom, she made a test some time before we had sex and came clean.
Problem is that since i started shaving again, 2 more like the first one apeared around it. At first they where little and where reddish with little white peaks so i poped them and they seemed to dissapear, but some time after that they became the same like the first one and are allmost the same size as it and the same collor. I freaked out, and I am still scared .
Is it possible that it is not warts but an infected ingrown hair(i sweat alot because the winter here was really cold and I am mostly on foot working for the most of the day). I have them from about 3 months or more. They dont itch, no pain, they dont multyply.
At first I though Herpes or genital warts, but if they where warts they should be alot more by now and they wont be only in areas where pubic hairs are present. If it was herpes it would hurt like hell. The main thing that confused me is the collor they are black (is there a posibility that it is because the skin on my penis is darker than my skin in general, or because i sweated alot) I really think they are not warts because they multyply by touch and at first i tried to pop one of them and it woudnt budge only a slight bleading was present that stoped after about 15 minutes (normal time for regeneration of genital skin i think but I may be wrong.
So IN SHORT
5mm wide black elevated spots, only in areas where hair is present, and some little ones that are lighter in collor and jumped out after I shaved last time)
Please help I am freaking out throw me a bone here....it cant be warts ir herpes.

And to correct something, the thing I have does not multiply by touch. I was talking about warts and why I think it is not them that i have.

Actually, what you have could easily be warts.  However, now is not the time to start freaking out about what I just said as they could also not be warts.  There is only one course of action you can take right now and that is to calmly make an appointment to get it looked at.  

Now, you can go to a regular doctor, you can go to planned parenthood or whatever equivalent they have in Bulgaria that tests for STDs or you can go to a dermatologist.  You must have them visually inspected and even then it's a best guess although most doctors best guesses are pretty good.  The only way to really know for sure is to have them removed and biopsied in a lab.  

Genital warts on regular people aren't like the pictures you see on google, nothing like those pics.  Those people must be in crazy prisons somewhere or something strange like that.  For the rest of us, warts is decidedly more benign looking.  They are similar enough to each other to fall into the category of warts and be identified by a trained physician.  But they can be diverse.  I myself have had two outbreaks of a single wart each followed by a few more with three or four in a cluster that were a slightly different color and half the size.  The only way to know is to go in to the doctor.  Do it and resolve this issue and the fear that comes with not knowing.
