To be honest with you, the pic really doesn't help much. For starters, you can't really see it. And secondly, it's likely the lighting affects the colorColor blindness Color blindness tests Color vision test. It would actually be easier to help you with a better description. Where are the skin tags? How long have you had them? How many do you have?
Here are some pointers in identifying genital warts:
Genital warts are flesh colored or skin colored. They can appear lone or in a group or clusterCluster headaches. They can be large or quite small. They can be flat, raised, or appear as skin tags. They do not hurt or itch, although they may cause some discomfort. While most sites state they are cauliflower like in shape, this is not always true or even mostly true. They can be any shape.
However, no matter how much information we can give you here, none of us are medical professionals and no one here can give you a diagnosis. You need to see a doctor. If they are genital warts, you can have them treated asap. The sooner you receive treatment, the sooner you will be considered non-contagious (6 months after treatment without any recurrences). Likewise if they are genital warts you can even treat them at home should you happen to experience them again in the future.
