genital wart or scar???

do genital warts dissapear when the skin is pulled tight? or could this be scar tissue.  Its been there 2 yrs, I saw a terrable derom Dr. he just started freezing stuff and he said they werent genital warts but at the follow up he said they were.  very confused...anyway the cyro didnt do anything for that spot and when healed it was still there, a little smaller but still there only when flacid.  when limp and the skin bunches up it looks warty.  Its skin colored and kinda soft, when skin is pulled tight it dissapears. no other symptoms.... just when im flacid its noticable..like bam right there where the hairline meets the shaft.  any ideas?
