It's very difficult to distinguish between wart and skin tag because they are so similar. The only significant difference is that when tested a skin tag would have no HPV DNA and a wart would. You could go to a different Dr, maybe one specializing in skin conditions, tell them the nurse wasn't very convincing in her diagnosis and if possible could you have the bump biopsied.
Seeing as you already have a skin tag on another part of your body, a skin tag is a likely possibility. However that much is true for warts if you've ever had sex
Also even though your skin tag was different to your bump down there, that isn't definite evidence against it being a skin tag because they can alter in appearance and texture.
