hpv, herpes?

10 days ago I noticed a small red bump on the head of my penis.  It formed a small scab and healed in 3 days.  The 4th day there were 3 more right next to it.  They were very small and seemed to be healing, but now they're larger and slightly raised.  Also, this morning, I had two more on the other side of my penis head.  They almost look like little pimples without a "pimple head."  There is no pain, or discharge.  (They do not look like blisters.)  So, this condition seem to be spreading and it has been 10 days.  I took a herpes blood I and II test  7 days ago and they both came out negative.  If I did contract an std, it was from unprotected sex exactly 3 months ago.  Would the herpes test been acurate during this time frame.  Because there is no pain and they bumps aren't "blistery" and because my negative herpes test, I think it may be HPV.  They are only on my penis head, and not around the rim or shaft.  Any help?  If it is, will I have multiple warts on my penis head forever?  I'm am very scared and a nervous wreck.
