professional opinion needed please!

Firstly, thanks in advance for your answer, I will try to keep it short!

I know you cannot diagnose anything without inspection but I was hoping to get a professional medical opinion.

I am a recovering hypochondriac, but occasionally I have moments when it returns to me like this.

In the past I have had what seem to be flat warts (2-3) on the top of my left hand near my wrist. Pinkish, small, 2-4mm in diameter. I would pick them off and they would grow back, until one day I was free of them and they haven't returned.

I noticed about 6 weeks ago what appeared to be the same type of thing (1 flesh colored, slightly raised bump) at the base of my penis. Figuring it looked similar to the ones on the back of my hand I picked it off. Once the small scab healed, the bump was gone. But I now noticed that it has reappeared in the same fashion as the ones on the back of my wrist.

My question is not whether or not I have HPV, because I know you cant diagnose that. But rather:

*what is the likelihood that those strains of HPV that do produce warts would produce a single wart like this (if it is indeed a genital wart). Don't HPV warts come in clusters and isn't it very difficult to just simply and easily pick them off like I did?

It is my understanding that a genital wart would be easily identifiable, cauliflower like and all. I believe this is too flat to be a skin tag.

Thank you!!
