Some people are just unlikely when it comes to genital warts, and they end up having stubborn cases which take a while to go away. You could try different treatments you've not tried before, maybe your body isn't reacting well to the usual treatment?

Also your immune system is highly influencial in the reocurrance of genital warts, have you been ill, even a cold? have you been stressed etc. Take vitamins daily, stop smoking and drinking if you do and live a healthier lifestyle.

It isn't an indication of HIV, though HIV lowers the immune system so if you had both it would explain severe cases of genital warts.
